Department for Communities and Local Government has now assumed the previous responsibilities of the office of the Deputy Prime Minister, this includes responsibility for minerals planning and guidance. Amongst its broader responsibilities the department promotes that its planning and building regulation involvement ensures that we get the right development, in the right place, at the right time. and that they work to protect and enhance the environment through the planning system.

Minerals Policy Statement 1.MPS1 sets out the key overarching policies and principles the Government expects Mineral Planning Authorities to follow when preparing minerals development frameworks and in considering applications. This supercedes MPG Note 1. Published November 2006.

Minerals Policy Statement 1 (MPS1) is the overarching planning policy document for all minerals in England. It provides advice and guidance to planning authorities and the minerals industry and it will ensure that the need by society and the economy for minerals is managed in an integrated way against its impact on the environment and communities. This replaces Minerals Planning Guidance (MPG1) Note 1: General considerations and the development plan system (published in 1996) and, together with the annex on aggregates, completes the replacement of Minerals Planning Guidance (MPG6) Note 6: Guidelines for aggregates provision in England (published in 1994), which are cancelled. Norfolk County Council is responsible for providing a wide range of services for people who live, work, or do business in Norfolk. They are also responsible for dealing with all [Norfolk] mineral planning matters, including: Preparing and monitoring the Minerals Local Plan and Waste Local Plan and providing the County Council’s input into the Regional Aggregates Working party and the Regional Waste Technical Advisory Body; Processing planning applications for Minerals or Waste development in the County, including managing and producing evidence at planning appeals; and, Monitoring and enforcing (as appropriate) all Minerals or Waste planning permissions, including managing and producing evidence for enforcement appeals and court proceeding.

Norfolk Minerals Local Plan. Adopted Version January 2004 The purpose of this Plan is to develop the broad strategic policies contained in the Structure Plan to a local and more detailed level in order to provide a clear framework for co-ordinating and controlling mineral workings. South Norfolk District Council is responsible for general town & country planning matters. This includes: Development Control, planning applications, general planning advice and planning appeals; Local Plans  preparation of the new South Norfolk Local Plan and monitoring the district's existing Norwich Area and Rural Area Local Plans.  Residential and industrial land availability surveys, interpretation of census data and transport matters; Conservation/ Landscape including listed buildings, conservation areas, tree planting, tree preservation orders, advising on landscaping issues and monitoring landscape plan implementation. SNDC are a consultee on mineral matters.

The South Norfolk Local Plan. The Local Plan, sets out the restrictions for development on land across the district, is available to view at the Council's offices in Long Stratton, and at a number of other locations throughout the district. Local Planning Services. NCC are ultimately responsible for mineral planning matters. SNDC are a consultee in that process. While NCC are obliged to ensure that the prescribed land bank (currently 7 years) is maintained the consultation process ensures that the full gamut of broader planning issues, including maintenance of the countryside and the rural environment is properly considered.
